NDRC Announces 13 Priority States for 2025 and 2026 November Elections

Washington, D.C. — As reported in The Washington Post, today the National Democratic Redistricting Committee (NDRC) announced it will support a series of state-level elections in 2025 and 2026 that are critical to safeguarding and strengthening democracy. This list of priorities is part of an aggressive campaign to support candidates for offices that are key to building a fairer, more representative democracy and stopping anti-democracy agendas in the states, including gerrymandering and restricting ballot initiatives.

Building on our past electoral success, including most recently in the 2025 Wisconsin Supreme Court election, NDRC will focus its resources across at least 13 states. Investments will be made in support of two primary goals in the states: 1) elect Democratic candidates for governor, state legislatures, and other state-level offices that play a critical role in the redistricting process; and 2) combat partisan efforts to reduce the independence of state supreme courts by supporting fair-minded state supreme court justices.

“Right now, the greatest assault on the right to vote since the Jim Crow era is underway in the states—and it must be stopped,” said Eric H. Holder, Jr., the 82nd Attorney General of the United States and Chairman of the National Democratic Redistricting Committee (NDRC). “From partisan and racial gerrymandering to restricting ballot initiatives and much more, too many state-level Republicans are pursuing extreme anti-democracy agendas while voters are overwhelmingly rejecting their unpopular ideas at the ballot box. The reason is simple: Republicans are afraid of the voters they claim they want to represent, and their unpopular ideas cannot win on a playing field that is fair.

“The current national congressional map, though not yet sufficiently fair, is highly competitive, and the elections happening this fall and next year will determine whether more states allow the will of the people to prevail or if our nation will turn toward a gerrymandered autocracy as it did in 2011,” Holder continued.  

“We, the American people, still control our fate. With the stakes so high, we cannot allow ourselves to be resigned or tired. This is not a time to capitulate nor to be complacent. As we have seen in successful efforts over the past year in places like Wisconsin and North Carolina, it’s up to all of us to raise our voices and stop this dangerous agenda through our civic involvement and, critically, at the ballot box,” Holder concluded. 

The NDRC will—at a minimum—focus its resources on the following state elections to protect and strengthen democracy: 


2025:

  1. Virginia: Governor, House of Delegates
  2. Pennsylvania: State Supreme Court


2026:

  1. Arizona: Governor, State House, State Senate
  2. Colorado: Governor
  3. Florida: Governor
  4. Georgia: Governor, State House
  5. Michigan: Governor, State House, State Senate, State Supreme Court
  6. Minnesota: Governor, State House, State Senate
  7. New Hampshire: Governor, State House, State Senate
  8. North Carolina: State Supreme Court
  9. Ohio: Governor, Secretary of State, Auditor, State Supreme Court
  10. Pennsylvania: Governor, State House, State Senate
  11. Texas: Governor, State House
  12. Wisconsin: Governor, State Assembly, State Senate, State Supreme Court
