Washington, D.C. – Today,  the National Democratic Redistricting Committee (NDRC) issued a memo from the organization’s President, John Bisognano, outlining how Democrats stopped Republicans from rigging the 2026 midterms and ensured the will of the people could ultimately prevail this year on the national congressional map. When Republicans launched a national mid-decade gerrymandering crisis last summer, they aimed to steal as many as 21 new congressional seats; instead, NDRC’s internal analysis estimates that, based on redistricting, Republicans could net just five seats, and given the level of opposition they are facing from the voters, that number could go down to two or as low as zero.

In the memo, Bisognano cites two key factors that led to Republicans’ failure: 1) Republicans grossly underestimated the widespread opposition among American voters to their policies, rampant corruption and abuses of power; and 2) Attorney General Eric Holder’s leadership, in coordination with an aggressive, unified, multi-pronged Democratic response, played a central role in ensuring the will of the people can ultimately prevail on the national congressional map. 

“Despite Republicans’ efforts to rig the congressional map in their favor, the will of the people can prevail this November, and Republicans will lose the House majority,” said John Bisognano, President of the National Democratic Redistricting Committee (NDRC). “Their plot failed not only because Republicans underestimated the overwhelming level of opposition among the American people, but also because Attorney General Holder’s leadership, in coordination with an aggressive, unified, multi-pronged Democratic response, played a central role in beating back Republicans’ effort to gerrymander their way to a House majority. But, make no mistake, Republicans will respond to this loss by pushing even more mid-decade gerrymanders as we head into the 2028 election, and we will need to use every single tool at our disposal to ensure the will of the people can continue to prevail and achieve a path to putting an end to this crisis for good by enacting a federal ban on partisan gerrymandering and mid-decade redistricting.”
